PCN Flaws This is the main tab of the spreadsheet and it is structured as follows (yellow & red cells indicating ongoing / outstanding Freedom of Information requests): Column B: Council cancellation policies Column C: Known council templated rejection wording Column D: Any known premium rate telephone number printed on the council's PCNs Column E: The service charge for any premium rate phone number (i.e. the premium rate fee that goes to the council or telephone provider) Column F: Indicates whether the council has an authorised suspension sign, if so a link is provided to view the authorisation Columns G through J: These are known flaws in the PCNs or other paperwork issued by this council. The links typically lead to the pepipoo thread where the flaw was first identified
Adjudications Tribunal decisions, these are cases that can be used as persuasive authorities in future cases. To provide a balanced view, both successful (green) and unsuccessful (red) cases are now included. Cases at the bottom of the sheet (superseded cases ) are cases that were successful / unsuccessful but are no longer relevant, for example where a council has fixed defective signs, flaws in its paperwork and so on. These cases are kept as a historical record.
Legislation / TROs / contravention codes Lists all the main legislation that covers all PCNs issued for traffic contraventions in the UK. Does not currently cover road charging schemes fully. Includes most of the regulations covering signage, blue badges / exemptions, and temporary restrictions.
High Court / Court of Appeal cases Lists decisions of the High Court and the Court of Appeal that are (directly or indirectly) relevant to PCNs, most tend to be judicial reviews of the decision of a tribunal adjudicator but there are some exceptions. I am not aware of any such cases reaching the Supreme Court but these will also be included should they arise.
Removal Powers Removal powers legislation, held separately from the main legislation table to make the size manageable
Parking legislation Scotland Scotland-specific legislation, including all designation orders, held separately from the main legislation table to make the size manageable
Blue Badge exemptions Northern Ireland Northern Ireland specific legislation for blue badge exemptions, held separately from the main legislation table to make the size manageable
Police non-emergency numbers Police non-emergency numbers, these are the numbers that you are connected to when you dial 101, but by dialling directly you avoid paying the 15p connection charge to Vodafone (however the call time will come out of your allowance for normal 01/02 numbers).
Adjudications - police Tribunal decisions where the PCN was issued to a police force.
Decision Notices Decision Notices issued by the Information Commissioner as a result of complaints made under the Freedom of Information Act 2000, the Environmental Information Regulations 2004 or the Re-use of Public Sector Information Regulations 2015 for the purpose of putting this spreadsheet together.
